Why Sign-In Can Work While Documents Still Fail

Authentication only proves that the account exists. Creating or opening a web document also requires an assigned product license, an enabled Office for the web plan, and a provisioned SharePoint/OneDrive service. A newly assigned license can also need time to finish provisioning.

Check the Business Basic License and Web App Plans

1. Sign in to admin.microsoft.com with a tenant administrator account.
