The user is unable to use the Freeze Panes, Split Window, and Ruler commands in their spreadsheet because the options are greyed out.

- Product
- Excel
- Device & OS
- not provided
- Scenario
- Attempting to adjust worksheet layout by freezing panes, splitting windows, or using the ruler.
- Observed behavior
- The Freeze Panes, Split, and Ruler commands are disabled (greyed out) and cannot be clicked, even though the workbook is not protected.
Ensure your workbook is not protected, as enabling worksheet or workbook protection can completely disable layout commands like Split and Freeze Panes. Also, verify that you are not actively editing a cell, which temporarily disables ribbon commands.
Remove Active Split Panes to Restore Freeze Panes
Use this solution if Freeze Panes and Split commands are disabled due to a hidden or active split pane obstructing the layout.
Sometimes an accidental or hidden split pane causes the Freeze Panes option to become unavailable. Removing the split will restore the normal functionality of your view commands.
Look closely for a thick black line or split area at the top or side edges of your worksheet.
Double-click the top of the black split area to fully display the hidden pane.
Go to the View tab on your ribbon and click the 'Split' button to completely remove the active split.
Check the View tab again; the Freeze Panes command should now be clickable and function normally.

Switch to Page Layout View to Enable the Ruler
The Ruler command is intentionally disabled in Normal view and requires changing the worksheet view mode to function.

Frequently Asked Questions
Why is the Freeze Panes option greyed out when I am typing?
When you are actively editing a cell (meaning your cursor is blinking inside the cell or formula bar), most ribbon commands, including Freeze Panes and Split, become temporarily disabled. Press Enter or Esc to finish editing and restore the commands.
Does workbook protection disable the Split and Freeze Panes features?
Yes. If the workbook's windows are protected, structural changes like splitting windows or freezing panes will be disabled. You must unprotect the workbook by navigating to the Review tab and selecting 'Unprotect Workbook'.
Can I use the Ruler in Normal view?
No, the Ruler is exclusively available in Page Layout view. In Normal view, the spreadsheet does not use physical page dimensions, so the Ruler command is intentionally greyed out.
