Problem Description: Win 11 Cannot Install

I Cannot install MS Office 2013 in my new PC. I have signed into my MS account. It listed my purchase of a subscription for MS Office 2013 which has been recently uninstall from an older computer . ( It is the Office Home and Business Office which is a permanent purchase not a subscription). When attempting to install Office to my new PC , I went to my account, and selected the choice of installing MS Office to my new Win 11 PC. It cannot install and I kept receiving a failure message of "30033-44" . I do not have an antivirus software except defense which comes with Win 11. I have rebooted my PC several times, have used Microsoft help to delete the Office 365 that comes with the PC and used PowerShell with Admin privilege to deleted the office 365 before trying to installing MS Office 2013 through the Microsoft , my Account page.
