Fix Microsoft Project for the Web License Missing Issue
Question details
Users are unable to create projects or roadmaps in Project for the web because the required license appears to be missing from their Microsoft 365 organization settings.

- Product
- Microsoft Project
- Device & OS
- not provided
- Scenario
- Attempting to create a new project or roadmap in Project for the web, or trying to access the Project desktop application within a business environment.
- Observed behavior
- The user cannot access Project creation features. The organization settings may display 'Project for Office (Plan E3)', which misleads administrators into thinking the user has full Project access when they actually do not.
Ensure you have global administrator or billing administrator permissions in the Microsoft 365 admin center before attempting to purchase or assign new software licenses.
Purchase and Assign a Dedicated Project Plan License
Microsoft 365 Business Standard does not include full Project capabilities by default. You must purchase and assign Project Plan 1, 3, or 5 depending on user requirements.
Project for Office (Plan E3) only provides view access, not creation rights. To create projects or roadmaps, a separate license is mandatory. If the user requires the desktop application, Project Plan 3 or 5 is strictly required.
Log in to the Microsoft 365 admin center using your administrator credentials.
Navigate to 'Billing' and select 'Purchase services'. Search for Microsoft Project. Choose Project Plan 1 for web-only access, or Project Plan 3/5 if the user needs the desktop application.
Go to 'Users' then 'Active users'. Select the user experiencing the issue, click on 'Licenses and apps', and check the box next to the newly purchased Project Plan.
Click 'Save changes' at the bottom of the pane to apply the new license to the user account.

Frequently Asked Questions
Is Project for Office (Plan E3) the same as Project Plan 3?
No. Project for Office (Plan E3) is included in some Microsoft 365 subscriptions but only provides limited view-only access to projects. Project Plan 3 is a separate paid license required to actively create projects and use the Project desktop application.
What license do I need to use the Microsoft Project desktop app?
To install and use the Microsoft Project desktop application, you must purchase and assign either a Project Plan 3 or Project Plan 5 license. Project Plan 1 only provides access to Project for the web.
Why can't users access Project for the web immediately after I assign the license?
Microsoft 365 requires time to provision new licenses and update account permissions. It can take anywhere from a few minutes to 24 hours. Advise the user to sign out of their account, clear their browser cache, and sign back in later.
