How to Activate Microsoft Office and Windows 11 Offline

Press the Windows Key + R on your keyboard simultaneously to open the Run dialog box.

Type 'slui 4' into the text box and press Enter or click OK.

Choose your country or region from the drop-down list to display the correct toll-free telephone number for the Microsoft Activation Center.

Call the number provided, enter your Installation ID when prompted by the automated system, and then type the Confirmation ID it gives you back into the wizard.

Launch Microsoft Word or Excel. The Microsoft Office Activation Wizard should appear automatically if the product is not activated.

Choose the option that says 'I want to activate the software by telephone' and click Next.

Select your country/region from the dropdown, call the provided number, and provide the Installation ID shown on your screen.

Enter the Confirmation ID provided by the phone system into the empty blocks at the bottom of the wizard and click Next.

Check your purchase receipt or IT administrator to confirm if your license allows offline activation. Consumer retail licenses often strictly require internet access.

Navigate to Windows Settings > System > Activation, and click on 'Troubleshoot' to let Windows detect and reset licensing errors.

If offline activation is supported but failing, you must connect to the internet temporarily or contact Microsoft Support directly with your proof of purchase.
