Recreate the Form Directly in forms.office.com
This feature is exclusively available for forms created directly from the Microsoft Forms web portal, rather than forms generated through OneDrive, Excel Online, or Microsoft Teams.
Microsoft intentionally restricts the 'Allow respondents to edit their responses' feature based on how the form was originally created. If your form was initiated from Excel Online, Teams, or a OneDrive folder, the editing feature will be permanently disabled.
To resolve this, you must recreate the form using the primary Microsoft Forms dashboard.
