How to Forward Emails from an Unlicensed Microsoft Entra ID Administrator
Product
Microsoft Entra ID / Microsoft 365
Device & OS
not provided
Scenario
Routing tenant notifications and administrative emails to a valid inbox without paying for an additional Exchange Online license for the administrator account.
Observed behavior
Messages sent directly to unlicensed administrator accounts bounce back because these accounts lack an active Exchange Online mailbox to receive and store emails.
Before you start

Ensure you have Exchange Administrator or Global Administrator privileges in the Microsoft 365 Admin Center, and identify the exact email address of the licensed user that will receive the redirected notifications.

Solution 1Recommended

Set Up a Mail Flow (Transport) Rule in Exchange Admin Center

Use a mail flow rule to automatically intercept and redirect messages intended for the unlicensed administrator to a licensed mailbox.

Because unlicensed accounts do not have physical mailboxes, standard inbox forwarding rules will not work. A server-side mail flow rule (transport rule) can catch the email before it attempts to deliver it to the nonexistent inbox and bounce.

1
Access Exchange Admin Center

Log in to the Microsoft 365 Admin Center and navigate to 'Exchange' under the Admin centers menu.

2
Navigate to Mail Flow Rules

In the left-hand navigation pane, click on 'Mail flow' and select 'Rules'.

3
Create a New Rule

Click the '+' (Add) icon and select 'Create a new rule'. Give your rule a descriptive name, such as 'Redirect Admin Notifications'.

4
Define the Recipient Condition

Under 'Apply this rule if...', select 'The recipient is...' and choose the email address of your unlicensed Microsoft Entra ID global administrator account.

5
Set the Redirection Action

Under 'Do the following...', select 'Redirect the message to...' and pick the email address of the licensed user with an active Microsoft 365 mailbox.

6
Save and Apply

Save the rule and ensure its status is set to 'Enabled'. Wait for the rule to propagate across the tenant.

Propagation Time: Newly created transport rules in Microsoft 365 can take anywhere from 15 minutes to an hour to take effect. If your test emails bounce immediately after creation, wait a short while and try again.

Frequently Asked Questions

Why do emails bounce when sent directly to my global administrator account?

Unlicensed Microsoft Entra ID accounts do not have an active Exchange Online mailbox provisioned. Without a physical mailbox, the system cannot store the incoming emails, resulting in a bounce or Non-Delivery Report (NDR).

Does a global administrator account need to be licensed to receive tenant notifications?

No, a global administrator account can remain completely unlicensed to save costs. You only need to configure a mail flow (transport) rule in the Exchange Admin Center to redirect those notifications to a different account that has an active license and mailbox.

How long does a new transport rule take to apply in Microsoft 365?

Newly created transport rules in Microsoft 365 can take anywhere from a few minutes up to an hour to fully propagate across the Exchange Online environment. If your redirection fails immediately after setup, allow some time for the rule to take effect.
