By default, Excel places axis labels next to the axis line. When you have negative numbers, the axis line is at zero (in the middle of the chart), causing text to overlap the bars. You can independently move the labels to the outer edge of the chart while keeping the axis line at zero.
Click directly on the vertical (category) axis of your bar chart to select it. A bounding box should appear around the labels.
Right-click the selected axis and choose 'Format Axis' from the context menu to open the formatting pane on the right side of the screen.
In the Format Axis pane, click on 'Axis Options' (the icon resembling a bar chart) and scroll down to click and expand the 'Labels' section.
